#Manpower projections which estimated educational needs through 1982 are surveyed and compared whit number of students admitted to higher education in Iran. By reviewing the fifth plan it is specified that in field of was provided by graduates from institutionof higher learning. conclusions indicate that elitist system of admission cannot replace whit demands of a developing country such as Iran, and several recommendations for solving this problems are given.
