This study investigates the impact of the Achaemenid Empire on the Judaean priesthood's rise to power. It compares two models of Persian rule against data from the Empire's western satrapies. One is the model of self-governance (assumed by several biblical scholars) and the other the model of bureaucratic empires (proposed by Eisenstadt)
