This manual distinguishes the vast opportunities aiding international drug treatment initiatives in war-torn countries like Afghanistan. As the world's leading producer and manufacturer of opium and cannabis, illicit drug usage among the poor and middle class continues to soar and fuel uncontrollable addiction rates.
