This book is based on the papers and debates presented at the Policy Forum on 'Cross-national Studies of the Quality of Education: Planning their Design and Managing their Impact' held in Paris in 2004. An overview of terminology, concepts and definitions related to cross-national studies on the quality of education is followed by an examination of three key educational policy research design questions: 'What will be measured?', 'Who will be measured?' and 'What are the financial and logistical costs?'.
