This thesis examined the implementation of the Reform of Secondary Education (ROSE) project phase one. Specifically, it examined the ROSE Social Studies curriculum to determine the extent to which a neo-liberal ideology may have influenced its development and implementation. It used both qualitative and quantitative data collection techniques. This Thesis on the ROSE project provides an interesting and helpful empirical analysis of this important reform. This reform is a part of both trends in governmental policy for globalization and attempts at planned educational changes in the Caribbean region. Statistics provided on the boys and girls drop-out rates, as well as, the teachers and policy-makers perceptions of this reform add to the knowledge of the impact of education reforms and provide a wonderful catapult for comparing education reforms globally.
